By PR do you mean Puerto Rico? Well, I think you should get married in the country you plan on living in. I'd go to the Italian consulate in your county and ask them for information, I'd also ask him to go to your country's consulate in Italy for information. It's best to do things the right way and not have bureaucratical problems later on.
