I am an American and want to live in Italy for about one year. I don't need work, just want to experience the place. I have already a place to rent. I am retired navy and will be near Sigonella Naval Air Station. What do I have to do?.

You need a elective residence visa which will allow you to live here, but not to work. The site for visas is here: http://www.esteri.it/visti/home_eng.asp . This will give you a link to the application, tell you what supporting documentation you need and supplies the addresses and links to the consulate websites. In your case, you only need to have detailled documentation of adequate income to support yourself here, a valid passport, a passport type photo, and proof of a place to stay. When you arrive, you will have to obtain a permesso di soggiorno and register your residence with the anagrafe of the commune where you will be living. There's a lot of information on negotiating daily life here on the expat websites such as: http://www.expatsinitaly.com/
