i want to find a cheap city to live in where i can rent a small studio for about 200 dollars per month, i don't care if its a bad area, i just need to save money.

The centers of big rich towns and the most exclusive vacation places are the most expensive places, so, on the contrary, the cheapest places are small poor villages far from towns and from touristic attractions. I think you can find a lot of them in the poorest Italian regions, Calabria and Basilicata. In addition, even in recent decades (1960 -1980) many people emigrated from these regions, so there is a surplus constructed volume, although much of such volume is not inhabitable because of bad safety or hygienic conditions, and so a restoration is needed. Another region with rather cheap housing is Sicily, as long as you don't live in the towns. In addition Sicily is the Italian region with the warmest climate, so you don't spend much in winter heating.
